Premature failure at a Swiss Playground

This kids playground in Basel, Switzerland is less than 3 months old. Already showing serious signs of corrosion due to errors and maybe even malpractice by the constructor.

There are some suspicious signs of red lead primer being used, probably due to the fact that some of the parts were recycled from older equipment. Hard to believe such poor workmanship is allowed by the authorities. So many issues that it would almost be cheaper to trash the equipment and start over.
